If you want a progressive tax system that delivers a lower tax burden on lower incomes, you have to kill the flat tax, they probably need to hold a gun to everyone's head and tell them it's either a progressive tax or we have to raise the flat income tax to 8%.

This would need to literally all go to pensions and I know at least one of them is flat out illegal (wealth tax)
