His first appearance as the "adult" Robin was in Justice League of America #55 (1967), and I don't remember where I read this, but the reason why he had that Batman-looking costume was because the Batman '66 TV show was a hit, and DC wanted to take advantage of that success by giving him that suit.

This one made me love him.

Absolutely! And it opened the door to so many cool stories, like her becoming Fury's mentor, the friends-with-benefits relationship with Wildcat, meeting Ma Hunkle, teaming up with Hawkgirl, joining the JLA temporarily, the couple of adventures with the modern JSA. All of it was awesome!
