Yes. Moving from Australia, which means tests, to Norway, where welfare is universal, has made clear to me that means testing only produces bitterness. The constant complaint that others are being given preferential treatment destroys trust in government and democratic institutions.

Progress comes with an entire philosophy of history in tow. 'Politics after progress' and 'education after progress' are discourses that contest the validity of this philosophy of history. Nobody as far as I know is contesting the reality of orderly progression 2/2
