My understanding is that this shift aligns with actions to solve another situation: that there were not enough starting positions for ECRs. Also, over the decades MPG spec seems to have pivoted to the "spring-board"-approach - institutes being exciting transitory places rather than destinations.

One of the issues you raise as a factor is the employment conditions, in MPG & academia broadly. I was intrigued to learn that MPG and German universities used to employ more people on tenure basis than they do now.
