ID costs money and is difficult for many (especially older and/or poor people) to acquire. Requiring ID is the equivalent of a poll tax, which is unconstitutional per the 24th amendment.

Scaring people away from voting is just a plus. The plan is to pull anyone off line who isn't white. In blue districts, of course. We all know that only citizens can vote. Citizen or not isn't the issue. It can be sorted out - after the election.
