Funds typically invest money to make income while they give out awards. The 1.7 million is what it would have given out the first year. It even says it will continue to help Ugandans over time. Your post is misleading and obviously trying to curry favor for trump. Now GTFO.

I'll just explain it thoroughly to you so I don't have to again: when you say that they spend 15 million to give out 1.7 million in aide, that is only wasting 90% if those 2 numbers apply for the same time range. The 15 million is to setup a fund, which implies an ongoing thing over many years.

And you're implying that 90% is not going to help people, but the article doesn't say that at all. Read it again
