If the ship was completely unarmed and the US was in a position to know this with reasonable certainty, I would look at this not only as a morally abject act (not sure whether war crime or not, I'm no expert), but also as a lost opportunity. They could have seized the ship.

You cannot look at it that way. Think about, I don't know, pasta. Wouldn't you be ready to pay more than +20% if the probability the shop would run out of it were suddenly much higher than previously?
