I always say that people should do 2 peer reviews for every 1 article they publish themselves, on the basis that this is the minimum amount of labour that the system has given to peer reviewing your work. Any fewer than this is taking more out of other scholars than you put in.

Yes, but there simply aren’t enough people available and qualified to peer review the same proposal multiple times, especially given that doing so isnt really remunerated - so it’s effectively wasting/exploiting the time and energy of other scholars
