Raising the payline seems better than IP meetings to improve grant review. At current levels, reviewers culture is shifted on picking one top grant from 8โ€“10. A 25โ€“30% payline shifts the focus to ranking the top ~3, forcing clearer justification of rank order to exclude grant 4,5 and 6.
