IMO Dorsey is a libertarian technosolucionist with contradictory views. He is an idealist to a degree but he als tends to bet big without much grounding just because he can. I do feel his decision here is more based on wishful thinking than analysis.

I don't think hope enough will suffice, in this case it is more than I feel the material consequences of this bet may result unsustainable sooner rather than later. Regarding accountability, I am much less hopeful TBH... Since the forces against it are enormous.
