Alexander himself was an interesting figure cause he was bipolar as fuck. He talked to anyone that would listen about how liberal and constitutional of a king he was and that he was for the people, while at the same time ruling like a complete autocrat and would suppress reforms given the chance.

Everyone wanted to redraw the map as diplomatically as possible to avoid another conflict like the Napoleonic Wars and everyone was serious about it except for the Tsar of Russia (Alexander I) who appointed himself as diplomat and made unreasonable demands such as wanting to annex Poland.
