The Starmer speech was inadvertently funny (“measurable milestones” was a gem), but the broader issue for the Government is ‘How To Do It’.

I can only comment on English NHS stuff: it is not apparent that they know how to get back to 18 weeks within one Parliament: their stated measurable milestone
