Upper governments provide captial for infrastructure, but not operating costs. The cost of the bus is a small fraction of what it takes to get that bus on the road. The operator, fuel, insurance, maintenance, etc are local expenses. In any case, LRT is mass transit, buses are a bandaid.

1. It was busy, but fast. I was in and out in maybe 5 or 6 minutes
2. What a stark contrast to the Ontario provincial election in February. It felt like the vote mattered and I didn't have to leap a snow pile (π Ford)
