I found a probable answer in Tobe Hooper made-for-TV film I'm Dangerous Tonight (1990)--and after picking up a copy during the recent Kino Lorber sale, tonight I'm finally watching it again for the first time in decades. 💃

For years I wondered what movie that was: searching variations of "cursed/haunted red dress" mostly brought up In Fabric, which I greatly enjoyed but which was released when I was an adult.

That Barbie was forever after my favorite--and incidentally, as a former Doctor Barbie, unconsciously presaged my lifelong interest in mad scientists.

When I was somewhere between 4 and 6, I saw a movie on TV about a red dress that made the wearer evil. I was happy to notice among my Barbies' clothes a red dress that looked very similar to that one, and put it on the Barbie that held a wicked-seeming glint in her eye.
