Budgeting 10% for tech debt won't help, if the engineers aren't the ones interested in improving performance on their own, because they have to be the one defining the work items for those 10% and if they don't, the budget will just be used differently.

You missed step 0. Hire engineers with quality / performance affinity
At least in my experience, feature creep isn't the sole contributor to bad performance, but it's more often engineers just hacking something, instead of carefully considering the (performance) implications.

I bet there are plenty of regulations on how livestock need to be held and what temperatures are acceptable. Not that this isn't important, but it goes to show how the priorities are.
