San Andreas has more weapon variety, a stealth mechanic, and a gang territory mechanic.

Vice City has a more 80s, neon, Miami Vice kind of vibe. Drug cartels and what not.

San Andreas has a more early 90s, hip-hop, RnB, Boyz In Da Hood kind of vibe. San Andreas has more RPG elements with maintaining stats. There's dating women. You can swim and jumping/climbing is better.
