In PA some places have paper ballots, some have lever machines. Nowhere here do we have in-person early voting. Our paper ballots are counted by machine when we insert them to actually vote in my district.

In PA, by statute, mail in ballots are ONLY able to begin to be counted AFTER THE POLLS CLOSE. Donald wants a catch-22 limiting time to count votes. He was having kittens trying to limit vote counting after 11/3/20. That also disenfranchises military personnel.
