There's a change in political culture: In the past, parties/politicians hired pros to draft their campaigns, but it was still parties/politicians that determined the content - not the other way around. Those Cummings & think tanks & spin doctors, they seem to make policy now instead of selling it.

look, it's very simple: when labour took away the winter fuel allowance for better-off old people it was a disgraceful betrayal of the elderly. but now he's giving it back, he's being reckless with the public finances. my latest, in the telegraph
