Sometimes it's better to ask for forgiveness than permission. I've found that if someone is upset, I offer to show them the picture and delete it if they don't like it.

I, too, am somewhat hesitant to take a "candid" shot of a person in public. However, if I ask permission (and it's granted) all I usually get is a 'snapshot pose'.
