Obviously there would need to be some fine tuning with some kind of warning system in place but that seems like the best solution to me.

Most other proposed ideas seem like they'd be catastrophic for the league. Small markets would die out if the draft didn't exist anymore.

Maybe it's just me but if the NBA wants to end tanking then why not just penalise the picks that would go to tanking teams?

E.g: if a team is found blatantly tanking (subbing out starters, postponing returns, etc) why not either move the pick to the end of the draft or give it to another team?
