All I’m saying is that government is absolutely not a business, and using business language to talk about government cedes that point to those who think government should serve money, not citizens.

Even just meeting with businesses looking for handouts is an opportunity cost for government - those are civil servants and electeds who are not meeting with other groups in the community.

Government should have radically different decision making process than business, and it should also consider the workers in proportion to the owners.

No, it’s still a government decision, in that tax credit could have been a bond issue to build affordable housing with the same liability to the town’s finances.
