Even just meeting with businesses looking for handouts is an opportunity cost for government - those are civil servants and electeds who are not meeting with other groups in the community.

My pedantic point is If you’re a business, especially a publicly traded one, profit should be the main driver over the long term.

Thats not the case for governments, non-profits, or individuals. For them, money is a tool to achieve other goals.
