Oh interesting, I'm not very familiar with the American system but was under the impression that on the most part they only get something like 12 weeks!

Guns obviously. Training - new police officers in the UK who pursue the PCDA route for example, complete a 3 year programme and come out with a University degree (which also makes them less likely to use violence)
