Two things about this EO are true:

1) it is a despicable, sloppy, and unacceptable act that reflects Trumps well documented affinity for his tech buddies

2) it does nothing by itself โ€” CNN and the NYTimes get it BIG wrong here, giving Trump the headline he wants to scare states and create apathy

Section 1 of the executive order is like "in order for this to mean anything, Congress must act." The rest of it is like "X department shall convene a task force to provide a list of recommendations etc. etc." It's completely toothless and this "blocking states" headline is brain-dead stenography.
