Is anyone good with modernizing retro computers that might be able to give me some advice?

I'm trying to build an authentic Windows 98/XP machine and curious what I should be looking to get. I want to run the OS off an SD card and get some parts that can effectively run anything.

The situation is dire. And while I refuse to give up even if everything's against me still, recovery is just as rocky as I predicted it to be, specially with our government putting a foot in front of me to trip me over and fall into despair.
