Bad news guys. They failed to set up an accounting trail to reconstruct who ultimately paid the tax at the retail level. So any rebate windfall would go to middlemen who already covered the sunk costs thru higher prices.

Our dilemma is trying to shoehorn a national health care program into an commercial insurance structure just so industry execs and shareholders can get a piece of the pie. The ACA is better than nothing, but we should see it for what it is and continue to strive for a single payer system.
