Two options.. I am not willing to concede these are two different groups of people. Who is to say the people robbing, kidnapping and raping aren’t just off-duty ICE agents?

ICE agents are themselves criminals committing felony kidnapping, human trafficking, battery with firearms (shooting people), manslaughter, etc, etc, etc.
