A voting method is a balloting method plus a tabulation method. Instant runoff is a poor way to tabulate ranked ballots.
What "ranked choice" means is ranked ballots plus instant runoff. It's a misnomer.

When your ranks might make a difference, they're less likely to be counted at all. I created a simplified case so it's easier to see. It matches your description.

Two of A's voters didn't rank anyone else at all. That leaves 98 second choice votes. Only 18 of them are used for anything at all.
"Guarantees a majority winner." Sure, once people's rankings are tossed out.
