Not sure there's 60 votes in the Senate to pass it and unlikely enough to override a veto (if it even gets that far.) IMO the beleaguered House GOP got their talking point "I wanted them! I tried!" and the GOP leadership continued to work to dismantle the ACA. Seems pretty win-win to me.
