The model assumes there is a cost per vote stolen - so mail in fraud, vote buying, even hacking given you'd need to do multiple machines. The empirical study looked specifically at vote buying and clientelism.

By the time you've done all of that, you've stolen so many votes that if the most likely results of votes predicted by polls plus the votes you've stolen is no longer anywhere near the 1% mark.

And polls aren't perfect. You need to steal additional votes to account for polling uncertainty.
