Why isn't rainwater harvesting adopted more widely?

We're 20km from Knysna. No municipal supply and the geology does not support boreholes, so rainwater it is. We have 50kl of storage from 400m2 of roof area, and have never run out in 20yrs.

Seems like a no brainer, even only for a backup supply.
