Again, no pushback on the idea that wherever the accidents/deaths occur in absolute numbers is where a lot of our policy focus should lie.

But don't think it really applies to this comparison if we're trying to argue that pound-for-pound, one road is safer than the other. If that's the argument, I think you have to normalize for the amount of vehicles using that road.
