And this setting only disables S0 power management. The device tree will still power off on Sx and modern standby independent of this setting.

On the HC and root hub it will disable idle power management for all downstream devices. You can find the right upstream devices by changing the view to by connection in device manager. Maybe the mid stream hub has a power management toggle which limits the impact.

IOW AFAIK disabling co installers doesn’t change this behavior as it is core part of the pnp device install engine (based on being the dev lead for the pnp install team 2016-18 and driving DCH functionality)

Was this rotor based? For the KMDF 1.0 release my dev lead had a functioning c# driver with no GC based on a Rotor fork he created.
