Note 3. Visibility means risk mitigation and informed investment. I.e., maintaining Reliability and Affordability. Let's not wait to long to modernize the grid but let's also not just throw money at the issue. Get smart and do things smartly.

Note 2. We can create System Level Benefits through capital flexibility. With capacity management (not just peaks), the distribution system can help manage transmission capacity needs and those with capital to spend on EVs can defer so system capital brings others up to modern capabilities.
