It's kind of like... imagine if your social security card had a photo and that was the official thing that identifies you... you might never even have to enter a DMV in your life if you didn't care about driving

Not elaborate at all, because you just bring your official (voter) ID ... getting a driver's license has little to do with having another form of identification, it's more for proving you are allowed to drive a vehicle.

In Mexico, they are two different cards, issued by completely different institutions. Voter ID which is your official ID is free and available to everyone. Sure you can get a driver's license but it isn't the "default" identification at all (like it is in US).
