I think it could be told well, provided the proper undertones.

I think overgrowth would be the main threat, which in turn would push for a more balanced society.

Even then there would still be problems.

But it promotes a healthier future outlook than the alternative.

I enjoy the cautionary tale cyberpunk tells as a whole.
