Every year, Newsom vetoes DOZENS of progressive bills, so this is totally unsurprising.
Most are passed with a 2/3 majority, so his veto could easily be over-ridden. But there's never an effort to do so.
That lack of legislative push-back is a big factor in letting Newsom be so shitty.
