China wants to sign a 'peace treaty' in order to get Taiwan to 'surrender' to China, so that China can claim to be the successor to ROC, and take Taiwan. ROC was the government in China before moving to Taiwan, and China desperately wants the successorship.

China has been framing Japan as militarizing, so that it can use Potsdam to accuse Japan of re-arming, and then use UN Charter Enemy State Clauses to enforce action against Japan without UN Security Council approval. China is edging towards war, but accusing Japan of doing so.

Potsdam Proclamation limits Japan's sovereignty to its 4 major islands (not Okinawa), then China can use the Cairo Declaration to claim Okinawa was stolen from China & use Potsdam to fight Japan if it resists. China's claims on these documents are a pretext to start a conflict.

China is demanding Japan acknowledge the Cairo/Potsdam Declarations, but these documents not only allow China to use force against Taiwan, but also on Japan.
