I'd look at iterations with a theme. Blades '68 is on Backerkit now, it's a new spin on Blades in the Dark, with a more bright, glossy setting and rules tweaks to match.
For your game you might make a more pulpy one (say) with funky extras for double and triples and tie it into a dynamic setting.

I'd like to present The One Ring as being alive and well, also the best Tolkien genre emulator of any of the attempts to do an RPG with the source material.

No, I'm not getting paid. I mean, I've not averse to it, but this is really good stuff! If you like your FitD action, go back it!
Yes in CoC you have Luck and Pushing which make the game objectively better, but they had to go in as optional for reasons; and yet, just about everyone uses them as if they're core rules anyway. Plus the old stick in the mud grogs who ignore them could do that regardless of if they're "optional".

I'd caveat that I like optional rules if they can enable a different play style or have some function. But your core intent should be clear, for sure.

It should also be noted there are several uses in SW for Bennies:
Rerolls (both traits and damage)
Recover from Shaken
Soak Rolls (avoid damage)
Draw a new Action Card (initiative)
Regain Power Points
Influence the Story (not as bold as your plot twists, but there all the same)

The dog biscuit for good roleplay we can agree is weak.
There are alternatives like Fan Mail from Primetime Advtentures where anyone can distribute them.
Savage Worlds also had a "Joker's Wild" setting rule, where every time a joker comes up, everyone gets a Bennie.

At least it's not suffered from the all-too-frequent "you have to watch the first six episode season and then it gets good" curse of things like Parks & Rec etc
