The only thing that truly bumps up against ethics is if you don't state that you received a promotional copy. If you want to follow stricter guidelines, that is PR, not ethics.
Businesses include the cost of their promo copies in their advertising or PR budget.

There is no industry-wide blanket policy for the selling of review copies of games. That's a fact. Unless a publisher specifically states it, it isn't against any policies.
So it is a personal opinion whether the practice is unethical.
