Sure, they can get hold of the materials and the tech, but that is only half the battle. Ukraine has been mastering how to effectively deploy the drones for a long time and with no field experience, the drones will not be effective.

My great grand uncle, Chief Superintendent Arthur Thorp was the founder of the Fraud Squad. He also went to Germany after WW2 to help them restructure the Criminal Investigation Department (Kriminalpolizei).
