It’s understandable that USDA would have a policy like this under normal circumstances in order to prevent fraud. These aren’t normal circumstances. Trump has disrupted SNAP benefits even though money is there to continue helping the poor buy food. Trump sees the poor as leverage, not people.

The Trump regime is doing all it can to take food out of the mouths of poor people. They’re banning stores from giving special discounts to SNAP recipients whose benefits have been disrupted by the shutdown.
