I waited a year for Treasury to respond to a FOIA request for emails. Finally got a box with 1,000 pages of messages — every one of them blotted out by gray boxes. Except one wasn’t redacted. I couldn’t see who’d sent it or who received it, but I could see the message: “Happy birthday.”
