My personal headcanon is that MePad was created to be a personal assistant--perhaps a secretary--for Cobs. It explains why he wasn't given the same emotional range or chaotic tendencies as MePhone4, as well as a wide variety of knowledge and functions. It also explains why he took on the assistant role for MePhone with such expertise and skill. His dialogue and personality very much resemble a lot of modern digital assistants, and 2010s ones like Siri (which was the norm when MePad was created).
