It's a royalty free open license, the only real restriction is you can't use our artwork without permission and you can't effectively copy and paste the book and sell it as your own, but all the mechanics, rules, setting etc are all open to build on.

In Roach Borg you play a roach, with 0 in every stat and 1 hp. If you ever roll a one, you’re stepped on and die. We sort of house-ruled that instead, you die on just a failed roll. Anyway, fun was had and a couple of roaches even lived.

Yeah there probably does need to be some sort of system in place and consequence to incentivise players to care about their settlement otherwise it will often just become a background detail.
