I think B5 works a little different because it's neutral. Maybe technically considered military, but not staffed by military only. It has full immigration checkpoints, etc. It has its own economy, and it's a ship so large with entire sections defunct... It makes sense to me in this universe.

yeah! i like the freedom PF gives me to whatever i want whenever i want. i don't feel shitty for not getting a mech and holding the team back... but it'd be nice to not have to wait hours in PF waiting for fills, and to have a weekly gear handout list.
