If we're relying on qualified foreign tradespeople to build 1.5m new homes by 2029, should we be placing unnecessary stipulations on what English exams they've taken?

It's good banter. But isn't this just the standard advice to keep business continuity plans on paper? If your IT systems go down, you'll need to refer to them to get your business back up and running.
