Having lived in Vancouver, I don't think anyone would notice, as the RDF is so thick in Dec and Jan, the sun is little more than a faint diffuse light source somewhere beyond the opaque grey dome of the sky.

I wonder how fast these AI Centres of Excellence will fade away when the stock/hype bubble pops? Also, didn't we slash the number of permits for international students? Hasn't the Carney government put the squeeze on federal research funding (NSERC, etc.) while the provinces struggle to fund Uni's?
