Here's a chart showing who funds basic research in the US. It's easy to tell that private funding cannot make up for significant cuts to government funding.

I think special education teachers are going to be busy for some time now. Hopefully, states and the fed will follow with additional funds for training pre-service teachers and salary increases for teachers.
