Robert Duvall didn’t return as Tom Hagen in GIII. Duvall declined to appear in The Godfather Part III because he and the producers couldn’t agree on a salary. He was offered far less than Pacino, around $1M versus $6–8M — the gap was too large relative to his value to the story.
