bzip2 - now in Rust 🦀

A couple of cool things here:
1) we used c2rust, and it worked!
2) Alex transferred the bzip2 crate to us during the project
3) the funding was provided, via NLnet Foundation, by the Dutch Ministry of the Interior!
(and "Koninkrijksrelaties", look it up :))
